This is a picture of a British naval officer talking to Churchill (the man in the foreground).  he is doing well in his campaign to defend the waters around great brittian but explains to Churchill that if he were to have only a handful of destroyers from the U.S. navy under his control, he would be able to actively go after the German U-boats.  Although there seems to be no problems with the naval campaign at present, the officer seems very excited and emphatic about the prospect of completely wining the naval battle.  Churchill simply listens and chews on his cigar.  he decides to think the matter over and discuss it with the U.S. navy to see what they think of the idea.
